colleague attended the NIOC office=
 to sign documents  and  as per the
norm of practice,  he submitted the =
LOP to NIOC representative to

sign

however NIOC representativ=
e accepted to sign but after signing
documents  by us,  he refused to si=
gn the LOP  as he asserted that he
got instructions not to sign LOP=2E
