According to above, vessel can complete the clean operations of COT and sail on 27/08 and arrive to load port on 29/08 With this plan 90% that next cargo will be offspec, because can’t clean after Crude Oil to Clean Condencate COT good. But latter was changed the Cleaning COT Plan by company, After above operations, Was added Re-Inerting COT Washing with MGO COT and lines Washing with FW COT and lines Made Gas Free COT Mopping and drying all COT with lines Discharge the slops to slop barge at Khorfakkan Departure the vessel and underway inerting the All COT in order to arrive full ready for loading According to the above it’s will take time till 01/09 – 02/09 if not any delays during operations. With yours plan, for cleaning COT with MGO, it’s too much better and more chance that COT will accepted for loading the Clean Condensate, But I would like to reminder to the office, that after Crude Oil, the BP & Shell is strongly recommending not loading the Clean Condensate, because that both cargo is not compatible. I’m, as master, can’t give any guaranties that the loading cargo will be sure not offspec. Our crew is working very hard, we have trying to clean all COT as much as possible and as soon as possible. And when is it expected to be completed and the MGO wash started and completed?. - today 26/08/23 at 13:00 LT has checked atmosphere in COT is 16-18% of O2, expecting to complete the inerting tomorrow 27/08/23 at NOON (will monitor every 2 hours and if will possible maybe it’s will take less time) - indicative timelines of when the FW wash can be started after transferring it to Slops (300MT) - FW will be transfer today 26/08/23 to the Slop-S tank. Basis the above, let us have an estimate of : - when will the second Slop Barge be needed alongside? Preliminary the slop barge will necessary on 01/09 before departure of vessel, on completion mopping, when all COT will visual checked and remain water will transfer to the Slop-S - When and how much time will it take to gas free the tanks for inspection after completing the FW wash for final mopping operations?. For Gas Free will necessary around 40 – 48 hours (for accepting by chemist) - Basis the experience with the shore gang attending how much time will be required for the mopping activity?. The latest instructions from charterers are: the MGO (300MT) supplied for tank cleaning is to be retained in the Slop tank after the wash, and not transferred to the ER. It is important to highlight that this is retained without water contamination. It is further confirmed that the slop tank in which the MGO is retained will not be loaded with condensate. The owners have confirmed the loading quantity of cargo of 1,025,000bbls. Further, please confirm: - What is the status of inerting at this time?. And when is it expected to be completed and the MGO wash started and completed?. - indicative timelines of when the FW wash can be started after transferring it to Slops (300MT). Further to our below, the following process will be observed for preparing the vessel for next cargo: - Upon completion of presently underway de-mucking, the vessel is to be inerted and upon completion of inerting, - tanks are to be washed by MGO (300MT under supply intentionally) that will be supplied around 10:00hrs 25 Aug. Upon completion of washing of tanks by MGO, (the MGO is to be transferred) and FW is to be transferred into the other Slop Tank and FW wash is to be carried out for all the tanks. -Upon completion of FW wash, the vessel is to be gas freed and the cleaning gang is to make re-entry for final mopping. It is intended that used MGO is transferred to ER tanks for use and TSI will revert with instructions on that. Based on telecon any restrictions to this transfer are to be communicated to the TSI as well as any requirements of reducers hoses etc communicated. The FW slops generated will be discharged to the Slop Barge before departure. Receipt, understanding and compliance is to be confirmed.
